There is not water coming out the pee hole, water is sputtering out of the exhaust (I hope this means ther is circulation of water and I do not need a water pump) but I stuck a match stick in the hole to see if a dirt dobber had clogged it. The information in a workshop manual is copyright for fifty years from first publication, so naturally that info is not freely available. Second hand manuals are cheap and you could always try your local library. If you can hold your hand against the head while operating normally it probably has enough water flow. If the paint is discolouring and you get burnt touching the head there is a water flow issue - and imminent engine failure. If your water pump impellor has not been changed out for two or three years just do it - it is a normal service item, and cheap.
The impellor doesn't wear out normally with less than commercial use (it is a centrifugal pump at any revs over idle) but sitting for great lengths of time can 'set' the vanes, and dry running for mere seconds will fry them. There needs to be a huge amount of sand and grit through the pump before it is physically worn. The tell tale being blocked tends to suggest infrequent or lack of flushing after use.
Often a few salt crystals or a bit of sand is enough to block the flow - which is only a small percentage of total flow. If this becomes an issue and you find the tell tale often blocks you should check the thermostat for crud, and in some cases the water jacket itself will be full of salt and sand.

First, if the tell tale hose is longer than 2 inches and can be reattached, disconnect it and check the hose for blockage. You might not be a mechanic, but you can study on how to troubleshoot issues involving your outboard with the service manual. Straighten out a paper clip and put it up the hole with the motor running make sure u dont run it through the robber hose! The inpeller is circulating water or nothing would be coming out orf the gearcase. U wnt through shallow water and sucked up same sand.
